Russians Will Change Paper Passports to Electronic in 2021
OREANDA-NEWS The gradual transfer of citizens to electronic passports should begin in Russia in 2021. This information was announced by the press service of the government.
Electronic passports should eventually completely replace the paper version of the document. As explained in the press service of the government, it can be made in the form of a plastic card with an electronic chip. Discussion of the project on the introduction of electronic passports was held at two meetings in the government: the first was held on September 14 under the chairmanship of Deputy Prime Minister for digital economy Maxim Akimov, the second — on September 17 under the chairmanship of Prime Minister Dmitry Medvedev.
This chip will be recorded not only the information that is now present in the passport, we are talking about combining in one document and SNILS, driver's license and other personal data. In parallel, a single register of data of all Russian citizens should be created, the source says.
According to the press Secretary of the Prime Minister Oleg Osipov, the Ministry of economic development and the Autonomous non-profit organization "Digital economy" will be engaged in the development of the draft law on the electronic passport. The corresponding order has already been given by the Deputy Chairman of the government for the digital economy Maxim Akimov.
According to some source, the cost of reform on the transfer of Russians on electronic passports can be 114,4 billion to 2024. It is planned to reimburse this amount for the budget at the expense of the state duty to obtain a new document.
The press service of the government confirmed that the electronic passport will give the state information systems access to the" digital profile " of the citizen, combining all the necessary information to perform legally significant actions.
The creation of a system of "Digital profile" of a citizen in Russia by 2023 was previously announced from the draft national program "Digital economy", approved by the government on September 17. It is talking about creating a metaprofile of the citizen — this is data about the person, which is stored in the form of links to legally significant records in electronic state registers (for example, data on real estate or taxes). Thus, the account in the "Digital profile" will allow to combine all legal information about the person, reducing the time for the exchange of information between departments. In this case, government agencies will not require the consent of the citizen to the processing of information about his profile in the system. However, commercial entities that require information will be required to obtain such consent.
