Russians were allowed to live in attics and basements

OREANDA-NEWS Russians were allowed to settle on the technical floors of apartment buildings, including attics and basements. This decision was made by the Supreme Court of the Russian Federation, writes Rossiyskaya Gazeta.
The case in St. Petersburg became the reason for the proceedings. The Russian woman bought an apartment on the last, technical, floor of an apartment building. Six months later, the woman asked the municipality administration to coordinate the redevelopment and transfer of the premises from non-residential to residential, but was refused. The authorities explained that the project violates fire safety standards and a number of other mandatory requirements.
The district court decided that the administration refused the Russian woman quite legitimately — the elevator in the house does not rise above the 16th floor. At the same time, he must go to the living quarters above the fifth floor. Then the woman appealed to the Supreme Court of the Russian Federation. They decided that going up one floor was not against the norm. The Supreme Court also did not like the way other authorities assessed fire safety. A separate evacuation exit is needed if there are public facilities on the technical floor along with the plaintiff's apartment, experts stressed.
Earlier, the Supreme Court declared illegal the re-registration of real estate to parents in case of divorce. Such a decision was made in the case when one of the former spouses transferred the apartment to his mother.
