OREANDA-NEWS. The State Duma adopted a law on the safe and stable operation of the RuNet.The document was submitted by senators Andrei Klishas and Lyudmila Bokova, as well as deputy Andrei Lugovoi.

"The law will create conditions for the implementation of the national project" Digital Economy "and ensure the stable operation of the Internet in Russia. The amendments will create the infrastructure that will ensure the efficiency of Russian Internet resources, which will serve to guarantee the protection of the interests of Russian citizens," Klishas said. Federation Council will consider the law on April 22.

The project is designed to secure the work of the Internet if from abroad there is a threat to its functioning. Thus, it provides for the creation of a center for monitoring and managing a public communication network at Roskomnadzor. It will ensure the availability of communication services in any "extraordinary" situations, and will also coordinate the work of operators during such cases. The law will come into force in November, with the exception of the provisions on cryptographic protection of information and the national domain name system. They will take effect on January 1, 2021.

According to the document, the information of state bodies and enterprises will be additionally protected by encryption, and telecom operators will be exempted from the obligation to restrict access to sites with prohibited data if they establish means of countering threats.

The order of their installation and operation will be approved by the government. At the same time, Roskomnadzor will be obliged to respond to requests from service providers about whether the failures were caused by the operation of such funds. Domestic encryption will be used in parallel with the existing systems, and if it fails or disconnects from foreign certificates, it will replace them.
