Prime Minister of Russian Federation Dmitry Medvedev found it expedient to create a program to form a cluster in the “Moskva-Citi” business center to house federal executive bodies, the website of the Cabinet of Ministers reports. Financial model of the program is to be presented by April 15.

“Recognize as expedient the creation of a comprehensive program providing for the formation of a property cluster in the Moscow International Business Center “Moskva-Citi” to move and co-locate federal executive bodies and their subordinate organizations and to redevelop their real estate assets, including the concept of Moscow centre development,” says the document.

The Ministry of Economic Development, the Ministry of Industry and Trade, and the Ministry of Communications will move to new offices on the territory of “Moskva-Citi” for the sake of more efficient work and funds savings, said Economic Development Minister Maxim Oreshkin on the government’s YouTube channel.

"We are moving from an old inefficient building to a new building, reducing the area and increasing efficiency," the minister said.

Oreshkin also explained that as a result, communication between employees will improve. Time spent moving between buildings will be reduced, as well as costs for building maintenance. As noted, this relocation is a part of the plan of optimizing public administration to improve the speed and quality of decision-making.

It is planned to complete the move by the end of March or beginning of April. Then this experience can be extended to other departments.

“If here we come to understanding that this process is effective, then we will look further inside the government, how to carry out this project further, how to move in this direction,” said Maxim Oreshkin.

Earlier, Prime Minister Dmitry Medvedev visited one of the buildings of “Moskva-Citi” complex, where the three ministries would be moving. The ministries will be located on an area of ​​69 thousand square meters, whereas before that they had taken an aggregate area of ​​160 thousand square meters. Savings on maintenance of the premises can reach 650 million rubles per year.

The government considered it inexpedient to give buildings in the historical center of Moscow, which ministries and departments will move from, to state bodies and organizations.
