OREANDA-NEWS The volume of the program of state subsidies for replenishment of the fleet for foreign trade operations in the period up to 2034 will amount to 70 billion rubles. With its help, it is planned to purchase 85 vessels abroad with a total cost of more than 150 billion rubles. Kommersant writes about this with reference to its own sources familiar with the discussion of the project.
First of all, they decided to buy bulk carriers, which Russia almost does not have. It is planned to order 60 vessels of this type, of which 12 will be of the Capesize size .
The program will also include seven multi-purpose vessels, from seven to nine container ships and 15 tankers designed for unspecified types of cargo. One of the interlocutors of the publication claims that there is no talk of oil tankers.
Subsidies are given not only for the construction of ships, but also for the replenishment of the fleet in the secondary market. With their help, the authorities plan to correct the situation with exports and imports by sea. In 2022, vessels that do not control Russian companies were responsible for such deliveries by 70 percent, which, under the conditions of sanctions, poses a threat to supplies. In the January version of the document, the source claims, the conditions for granting subsidies were noticeably softened.
The funding schedule for the program has not yet been determined, different interlocutors of the publication give different figures. One claims that 11 billion and 13 billion rubles will be allocated in 2023-24, respectively, the other — 5 billion and 30 billion rubles. The Ministry of Finance and the Ministry of Transport could not clarify the details of the document being prepared.
