OREANDA-NEWS  As part of the budget process for 2027-2029, the Russian Ministry of Finance has proposed to introduce a value-added tax (VAT) for cross-border online commerce immediately at a maximum of 22 percent. This is stated in the message of the department.

Previously, it had planned a phased increase in fees on imported goods. In 2027, the VAT rate was supposed to be 7 percent, in 2028 - 14 percent, and in 2029 - 22 percent. However, the Ministry of Industry and Trade insisted on an immediate increase in VAT to 22 percent in order to equalize the cost of goods on marketplaces with the prices of traditional retail.

The same position was held by the Association of Omnichannel Retail Companies (ACORT), which unites the largest representatives of the Russian retail market.

Separately, the Ministry of Finance proposed to introduce a customs duty of 100 rubles per parcel for goods for personal consumption worth up to 200 euros, which are sent from abroad by mail. Thus, the fee will apply even to parcels that are subject to duty-free importation into the territory of the Eurasian Economic Union.
