The explanatory note says: "Since April 2014, Ukraine has developed a massive systematic administrative practice of abducting residents of Donetsk and Luhansk regions (including the use of torture, inhuman and degrading treatment) by representatives of the Security Service of Ukraine and other military units of the Armed Forces of Ukraine, which is burdened by a complete lack of independent and effective investigation of such crimes, as well as domestic remedies against them. Relatives of victims of enforced disappearance also suffer from these acts, to whom the Ukrainian investigative authorities do not provide information about the results of the investigation. "
