He added that currently this happens every day. In addition, the head of state called for the maximum use of digital technologies in business.

At the same time, he stressed that while simplifying the procedures for creating and conducting business, a balance should be maintained between the freedom of entrepreneurship and the interests of society and the state.

Putin said that the use of modern cash registers and equipment will help companies to get rid of the "heap of papers".

The head of state proposed to extend the moratorium on scheduled inspections of state control for small businesses for another two years.The President reminded that the three-year moratorium on scheduled inspections of most types of state control over small companies is coming to an end in December.

"This measure affected more than half a million entrepreneurs, allowed to support the business and reduce its costs," he said.

Putin also instructed to strengthen support for small and medium-sized businesses in the most important areas. The head of state called attention to small high-tech companies and startups, farms and agricultural cooperatives, as well as social entrepreneurship.

"Last summer we agreed that the law on social entrepreneurship will be adopted by the end of 2017. It was in July 2017. Ends 2018 year, and who and now there. We missed a year, " the Russian leader said.

Putin urged the Ministry of economic development to remove all disagreements on the bill, discuss it with the Parliament and adopt it in a short time.
