The Concept of “Federal Territories” May Appear in Russian Constitution
OREANDA-NEWS. The co-chair of the working group on the preparation of amendments to the Constitution of Russia, the member of the Federation Council, Andrey Klishas, reported that the concept of “federal territories” may appear in the basic law.
According to the politician, these areas will not be parts of the regions and will be managed from Moscow. Klishas said that military and other strategic facilities, as well as nature reserves would be located on such territories. “They include, for example, closed administrative-territorial entities, specially protected natural territories, and the Arctic zone. This is caused by increased requirements to ensure safety and environmental protection… or to create conditions for the growth of investment attractiveness,” Klishas said. He also noted that similar areas with a special legal regime are already existing in a number of countries, for example in the USA, Canada and India.
