Former First Deputy Chief of the Kremlin Administration Vladislav Surkov during an interview with the portal Actualcomment.ru, said that if amendments to the Constitution specify presidential powers, from a legal point of view there will be a need to “zero” the terms of office of a head of state.

“With new powers, this will be a sort of different institution of the presidency. The restrictions of the current presidency will not be able to be applied to it,” the politician noted. In his opinion, if the authorities decide not to “zero” presidential terms, they “will significantly depart from legal purity.” Surkov considers that in Russia, the “hyper-presidential” form of government, which is organic for the country’s policy, has already developed “in a natural way.” “My opinion is that it should be formally and legally consolidated,” he concluded.
