OREANDA-NEWS  The State Duma of Russian Federation adopted in the second reading the draft budget of the compulsory health insurance Fund (FOMS) for 2019 and the planning period 2020-2021.

The revenue of the HIF is provided in the amount of: for the year 2019 - 2,098 trillion rubles till 2020 2,349 trillion in 2021 - 2,495 trillion roubles (in the budget of 2018, the revenue amount to 1,887 trillion rubles). The cost FOMS provided in the amount of: for the year 2019 - 2.19 trillion rubles till 2020 of 2.35 trillion in 2021 - 2,501 trillion (the budget expenditures of the HIF in 2018 1,994 trillion rubles). The Fund's budget deficit in 2019 will be 92.3 billion rubles, in 2020 - 0.5 billion rubles, in 2021 - 5.7 billion rubles. The balance will be achieved through rolling balances at the end of the relevant financial year. In the budget of the Fund is planned to be formed of the normalized safety stock every year at 3.1 billion rubles.

In comparison with the main characteristics of the Fund's budget approved by the government, the total revenue calculated in accordance with the forecast of socio-economic development of the Russian Federation for 2019 and the planning period 2020-2021 of August 29, 2018, increased in 2019 by 30.5 billion rubles (1.5%), in 2020 - by 78.5 billion rubles (3.5%), in 2021 - by 97 billion rubles (4%). The growth is due to the growth of the wage Fund in 2019 by 408 billion rubles, in 2020 - by 519 billion rubles, in 2021 - by 652 billion rubles. In addition, it is due to the increase in inter-budgetary transfers provided to the Fund's budget from the Federal budget.

In the structure of budget revenues Fund of receipts of insurance contributions for compulsory health insurance subject to arrears in 2019 will amount to 96.2 percent in 2020 - 89,6%, in 2021 - 89,2%. The amount of insurance contributions for compulsory health insurance is scheduled for 2019 in the amount of 2,019 trillion rubles till 2020 2,105 trillion in 2021 - 2,226 trillion rubles. This volume is formed from insurance contributions to the CHI of the working population, taking into account the arrears and insurance contributions to the CHI of the non-working population.

The years 2019-2021 for the calculation of insurance premiums for compulsory health insurance unemployed population estimated on the basis of tariff 18 864,6 ruble, differentiation factors, established by the law "On the procedure of calculation of insurance contributions for compulsory medical insurance of unemployed population", and coefficients increase in the cost of medical services. The size of receipts of insurance contributions for compulsory health insurance unemployed population in 2019 is estimated in the amount 719,3 billion rubles till 2020 746,9 billion, 2021 - 776,5 billion rubles taking into account the coefficient of increase in the cost of medical services (1,119, respectively, 1,162, 1,208).
