The press service of the Council of the Federation of Russia cited the words of Andrei Klishas, the ​​chairman of the Committee on Constitutional Legislation and State Building, who commented on the initiative of returning death penalty for grave crimes which has not been applied since 1997.

The senator reacted to the proposals to return the death penalty, which were made in connection with recent murder of a little girl in the city of Saratov.

 “In connection with the tragedy in Saratov, the matter of returning the death penalty was raised again, and it was raised by both ordinary citizens and our colleagues deputies,” Klishas said. “Of course, nobody can ignore the feelings of city residents, however, there are no legal grounds for returning the death penalty. I strongly oppose the return of the death penalty to modern legal realities.”

The senator noted that the Constitutional Court of Russia has repeatedly spoken about the impossibility of returning the death penalty. The judges motivated this by the fact that as a result of a long moratorium on the application of such a measure of punishment, stable guarantees of the human right not to be subjected to the death penalty were formed. As a result of it, nowadays there is a constitutional legal regime which takes into account the international legal trend and Russia's obligations in this sphere. The process is going to the abolition of the death penalty. He added that the introduction of a jury trial throughout Russia does not mean the possibility of the death penalty.
