Putin Said Life Requires a New Understanding of the Constitution
OREANDA-NEWS. On December 12, Russian President Vladimir Putin at a meeting with judges of the Constitutional Court said that “life and its development” requires a “new understanding” of the Constitution. The politician added that the new laws should minimize the possibility of infringement of human rights.
“It would seem that for 26 years with its (Constitution’s. – Ed.) text that is small in volume has already been examined in detail… and surely everyone understands and knows how to apply the norms of the Basic Law,” Putin said. At the same time, according to him, the interpretation of the Constitution is a “continuous process”. The President noted that the quality of the laws adopted and the life of people, as well as the development of society and the effectiveness of the state, directly depend on a “deep essential understanding of the Constitution.”
In addition, the head of state said that the mechanisms established by the Constitution should be “clear” and “adjusted” in order to prevent denial and derogation of citizens’ rights. “It is important that lawmakers do not depart from universally recognized world standards in the sphere of protecting human rights and freedoms,” he said, noting that the law “is a compromise of interests almost always.”
A spokesman for Russian President Dmitry Peskov said he was not aware of plans to “update” the Constitution. On December 12, he told journalists that the document has an inviolable part and a part that corresponds to the “realities of the time”.
