Parliament of Kazakhstan Canceled Nazarbayev's Lifetime Chairmanship in the Security Council
OREANDA-NEWS The upper house of the Parliament of Kazakhstan — the Senate — has adopted legislative amendments that cancel the lifetime chairmanship of former President Nursultan Nazarbayev in the Security Council and the Assembly of People of Kazakhstan (APK). On Thursday, January 27, senators approved the bill «On amendments to some legislative acts of the Republic of Kazakhstan».
In conclusion, the bill notes that it provides for the transfer of powers of the Chairman of the Security Council and the head of the APK to the President of Kazakhstan and excludes in the laws «On the Assembly of the People of Kazakhstan» and «On the Security Council of the Republic of Kazakhstan» Nazarbayev's lifelong right to head these departments. The lower house of the Kazakh parliament — the Majilis — approved this bill on January 19.
At the plenary session on January 27, the senators also proposed to cancel the need to coordinate state initiatives with Nazarbayev and returned to the Majilis with amendments the bill concerning the powers of the ex-president. «In the law "On the First President" they proposed to exclude the norm on coordination with the President of the Republic of Belarus of initiatives in the main areas of foreign and domestic policy», Senator Lyazzat Suleimenov said.
At the same time, the norm on the possibility of Nazarbayev's speech to parliament, participation in government meetings when discussing important issues and joining the Constitutional Council of Kazakhstan has been preserved.
Recall that this decision was preceded by protests that swept Kazakhstan in early January.
