Medvedev Approved a Large-Scale Modernization of Thermal Power Plants
OREANDA-NEWS Russian Prime Minister Dmitry Medvedev signed a decree on the modernization of generating facilities of thermal power plants, which was prepared by the Ministry of energy. The corresponding order was published on Wednesday on the government website.
It is planned that within the framework of the program, about 39 GW of installed capacity of generating facilities will be modernized in 2022-2031.
"In order to attract investments in the modernization of obsolete main equipment of power generation facilities, the signed resolution amended a number of regulatory legal acts of the government," the report said.
According to the explanatory note to the document, the amendments provide for the transition from a four-year to six-year competitive selection of power (KOM, the mechanism of purchase and sale of power in the energy market), a phased indexation of price parameters of competitive selection of power for competitive selection of power in 2022-2024, the competitive selection of projects for the modernization of thermal power plants using domestic (localized) equipment.
In addition, the rules for determining the maximum (maximum and minimum) capital costs for the implementation of such modernization projects and the rules for indexing the typical capital costs for these projects were approved.
Russian President Vladimir Putin, following the meeting on energy development held in November 2017, instructed to work out mechanisms to attract investment in the modernization of heat generation. It was noted that the modernization is subject to 40 GW of thermal capacity in the amount of up to 1.5 trillion rubles. The Ministry of energy of the Russian Federation reported that the total volume of proposals for a new program of modernization of power is estimated at 3.5 trillion rubles.
