The submission to the Turkish parliament of the draft decree of President Recep Tayyip Erdogan on the sending of military personnel to Azerbaijan is an internal procedure provided for by the legislation of the republic, Dmitry Peskov, the press secretary of the Russian president, told reporters.

“The fact is that there will also be a monitoring center on the territory of Azerbaijan. The Turkish military should be sent there – this is the implementation of internal procedures, procedures provided for by the internal legislation of the Republic of Turkey. This is an internal matter of Turkey,” the politician said. “As for the agreements on the establishment of a joint monitoring center on the territory of Azerbaijan, this is a product of a bilateral agreement between Russia and Turkey,” the Kremlin representative added.

On November 11, Erdogan reported that Ankara and Moscow signed a memorandum on a center to control the ceasefire in Nagorno-Karabakh, and the two countries will take part in a joint peacekeeping mission. Prior to that, Peskov informed that Russia and Turkey would work through the monitoring center on the territory of Azerbaijan, adding that “there was no talk about joint peacekeeping forces.”
