The requirement that foreign citizens must carry international passports for their admission to Russia will be introduced from January 1, 2015. The new rule will not apply to the citizens of the Customs Union states: Kazakhstan and Belarus. In addition, the international practice for cross-border exchanges will be enforced, in which special rules apply to residents of border areas crossing the border.

Vladimir Putin and Konstantin Romodanovsky also discussed the simplification of the naturalisation process, including the granting the residence permit and citizenship of the Russian Federation. The President said that it may be useful to consider easing the requirements for certain citizenship applicants who want to settle in Russia and consider Russia their homeland.
