OREANDA-NEWS. June 09, 2012. While Russia’s ex-President and Prime Minister Dmitri Medvedev is trying to breathe life into its " expanded government ", such government has already been created in Azerbaijan and operating without adoption of additional decisions and regulations.

The regulation on local executive powers , approved by the decree №648 of President Ilham Aliyev of Azerbaijan from 6 June, actually forms expanded government in the country , including the institute of local executive heads in it , along with the Cabinet of Ministers and Presidential Administration. Namely heads of local executive powers as their authorities are considerably larger than those of local executive powers themselves.

Formally ( in accord with the list) functions of local executive power and its head are similar and cover all the issues from socio-economic and agrarian issues to law making, law order, safety and civil defense. But authorities of heads of executive powers are more specific and described wider.

Thus, they got the right to organize and provide humanitarian aid to needy people, and that is personal matter of the head, not the entire executive power, as well as organization of meals in schools and  trade schools, approval of passenger transport operation schedule, capital repairs in apartment buildings and adoption of decisions on reconstruction or replanning of housing spaces. And that is still not the full list of additional liabilities of executive power heads.
