Dmitry Medvedev Received Report on 2011 State Duma Elections

At the time of submitting the report, about 3,000 violations of electoral legislation have been identified during the election period. In order to preclude and eliminate such violations, prosecutors have issued 1,300 citations and 760 protests against unlawful legal acts, and 700 warnings on the inadmissibility of violating the law. On prosecutors’ decisions, 95 individuals have been subjected to administrative liability.
Violations have been revealed in a number of Russian regions with regard to the formation of election commissions, non-compliance with the procedure for compiling voter lists, non-compliance with legislation on the financing of the preparations and holding of elections, violations of electoral laws on campaigning, the registration of election protocols and issuing of absentee ballots.
In total, more than 2,000 complaints regarding violations of electoral legislation have been submitted to the prosecution authorities offices during the election campaign and the election period. Currently the prosecution authorities are investigating 300 complaints received on the election day and in the ensuing period regarding the possible falsification of voter and absentee ballots, and violations of the observers’ rights.
Prosecutors have forwarded to investigative bodies six resolutions aimed at addressing the issue of criminal prosecution. Criminal cases have been opened on two of the resolutions, involving attempts to bribe voters (Leningrad Region) and the illicit production, storage and transportation of absentee ballots (Moscow Region). In the remaining four cases the procedural checks are in progress.
