OREANDA-NEWS. September 1, 2011. President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov chaired a regular meting of the State Security Council. The meeting agenda focused on the work done by military and law enforcement agencies for eight months of the current year and the important issues related particularly to optimization of the activity of law enforcement agencies.

Before opening the meeting, the Turkmen leader said that abiding by the ancestors’ centuries-old traditions Turkmenistan successfully implemented the peace-loving Military Doctrine that along with consistent measures to strengthen and modernize the material and technical basis of military and law enforcement agencies embraced the important social aspect – creating the conditions conducive to successful service, life and recreation of military servants and their families. President Gurbanguly Berdimuhamedov said that the state, which had declared an individual to be the highest value of the society and his happiness ad welfare – a priority of the state policy would take further consistent steps in this sphere.

During the meeting the members of the State Security Council reported to the Supreme Commander-in-Chief of the Armed Forces on the work carried out in the agencies under their supervision and the fulfilment of the Turkmen leader’s instructions.

The floor was given to Secretary of the State Security Council, Minister of National Security Ya. Berdiev, who reported on the measures taken by the Ministry of National Security to strengthen the foundations of the Turkmen state and ensure security and stability that stood as the determining factors for achieving the goals and coping with the task set to the present day society. It was noted that the military reform implemented under the leadership of President Gurbanguly Berdimuhamedov was a reliable guarantor of a peaceful life of citizens of Turkmenistan who strengthened the foundations of our independent neutral state by their diligent labour.

Noting that the Ministry of National Security played a critical role in creating the most favourable atmosphere for the ongoing large-scale reforms in the epoch of new Revival, the Turkmen leader said that cohesion in the state and society that had been maintained for many years was a guarantee of the steady advancement of Turkmenistan along the path of pr ogress and prosperity.

Chairman of the State Border Guard Service M. Yslamov reported on the work carried out under his supervision and particularly on the situation on the state border of Turkmenistan. It was noted that along with the major objectives of the Service that ensured reliable protection of the sacred borders of the Motherland paramount attention was given to improvement of the conditions of service and life of border guards, in particular construction of facilities in the frontier posts of a new type.

Noting that special responsibility laid with the Border Guard Service personnel, who performed a noble and very important mission of protecting achievements of independence and defending the state border of Turkmenistan as the border of peace and friendship with neighbouring states, the Turkmen leader focused on the need to take an integrated approach to optimizing the activity and modernising the material and technical basis of the State Border Guard Service.

Prosecutor General Ch. Hojamyradov reported on the work carried out by public prosecution bodies and the measures taken to rigorously supervise and strengthen the rule of law in all spheres of life of the state and society.

Focusing on awesome responsibility that laid with officials of public prosecution bodies, the Turkmen leader instructed to pay further paramount attention to such a critical aspect as employment of highly qualified professionals. President Gurbanguly Berdimuhamedov said that faithful, honest and well-educated people who view the letter of the law above their own interests must be employed at the bodies directly responsible for maintaining law and order in the country.

Chairman of the State Service on Drugs A. Garaev reported on the decisive measures taken to combat this dangerous social evil, which posed a serious threat to humankind. A. Garaev reported on the progress of construction of a comfortable apartment house for officials of this Service.

Commenting on the report, President Gurbanguly Berdimuhamedov said that actively contributing to international efforts to combat global threats and challenges of the modern world, including illicit drug trafficking Turkmenistan attached paramount importance to the work to be carried out in the UN Commission on Narcotic Drugs in 2012-2015. Focusing on the timeliness of concerted efforts with the relevant international organisations, the Turkmen leader demanded that the activities be carried out in a proper manner and the Service take an integrated approach to the work and closely collaborate with law enforcement agencies, health care and educational institutions, mass media and public organisations of the Galkynys National Movement.

Touching upon the issues related to improving the conditions of life and work of officials of this Service, the Turkmen leader said that the state would take consistent steps in this sphere and signed the document on construction of an apartment house.

Then the floor was given to Minister of Defence B. Gundogdyev, who reported on the measures taken to modernise the material and technical basis of the Armed Forces and improve the living and hocusing conditions of military servants and their families. The Minister also informed that a canteen designed for 1500 clients and three barracks designed for 200 soldiers each had been put into operation in the military compound in Bikrova settlement.

The Minister reported on the preparations for the military parade, which would be held in October this year in honour of the 20th anniversary of Turkmenistan independence. Thatnking the Turkmen leader for his unceasing concern for development and modernisation of the national army, the Minister assured that valorous Turkmen soldiers and officers would maintain the traditions of their heroic ancestors in a worthy manner and faithfully serve the Motherland and people.

Noting that technology modernisation of the Armed Forces along with the concern for military servants were the key aspects of the ongoing military reform, President Gurbanguly Berdimuhamedov emphasized that the state would take further steps to enhance the defensive capacity as the guarantor of a peaceful and happy life of the Turkmen people and sustainable social and economic development of the country that was building its future with confidence. The Supreme Commander-in-Chief put emphasis on such important issues as improvement of the professional skills of officers and patriotic education of the younger generation of military servants and instructed to optimize the work on maintenance of strict discipline in military units and detachments.

Touching upon the upcoming celebrations in honour of the 20th anniversary of independence of Turkmenistan, the Turkmen leader demanded that all necessary measure be taken to hold the military parade, which stood as some kind of demonstration of the combat capacity of the national army, in a proper manner.

Then the floor was given to Minister of Internal Affairs I. Mulikov, who reported on the ongoing work on maintenance of public order and the measures taken to prevent crimes. The Minister also reported on the fulfillment of the Turkmen leader’s instructions to release persons, who had been pardoned in honour of Gadyr Gijesi from prisons.

Focusing on the important role of the Ministry of Internal Affairs in maintaining law and order, the Turkmen leader said that following the tradition our country held the festivities widely and solemnly. In this context President Gurbanguly Berdimuhamedov instructed to tighten control and maintain public order during the celebrations and festivities. Touching upon the issues related to the activity of the traffic police affiliated with the Ministry of Internal Affairs, the Turkmen leader demanded that all necessary measure be taken to ensure traffic safety and prevent traffic accidents.

Chairman of the Supreme Court Ya. Yazmyrdov reported on the fulfillment of the Turkmen leader’s instructions to improve further the judicial system of the country and bring it in line with requirements of the present epoch and universally recognized norms of international law.

Focusing on the critical role of the ongoing legal reform, President Gurbanguly Berdimuhamedov emphasized that the activity of judicial bodies must meet the priorities of the state policy the ultimate goal of which was the benefit of every citizen of Turkmenistan. Noting that judges had awesome responsibility for the decisions adopted, the President demanded that they follow further to the letter and spirit of law and thoroughly considered every case.

Minister of Justice M. Garryev reported on the work carried out by the Ministry and the measures taken to enhance and update the national legislation.

Putting emphasis on the role that the Ministry played in promoting the ongoing large-scale reforms aimed at facilitating the advancement of the state and improving the standards of living of Turkmen citizens, President Gurbanguly Berdimuhamedov focused on the need to provide highly qualified legal assistance to people and increasing legal literacy of Turkmen citizens and carry out this work on a regular basis.

Then the floor was given to Chairman of the State Customs Service A. Hojamgulyev, who reported on the measures taken to ensure proper customs examination of freight crossing the border of Turkmenistan and modernize the material and technical basis of the Service.

Noting that the Service carried out the very important work, the Turkmen leader said that the proper observance of rules of entrance to and exit from Turkmenistan depended on its well-coordinated and highly qualified work.

Chairman of the State Migration Service A. Begliev reported on the concrete measures taken to optimize the activity of the Service.

Commenting on the report, the Turkmen leader said that the Service must fulfill the urgent tasks assigned to it as consistent with its authorities and responsibilities as well as given the growing interest of the international community in dynamically developing Turkmenistan that was visited by a greater number of foreign citiznes.

The President relieved A. Begliev from the post of the Chairman of the State Migration Service due to transfer to another job. The Turkmen leader appointed mayor D. Bayramov and relieved him from the post of Deputy Minister of National Security and signed the relevant Decree.

Upon concluding the meeting, the Turkmen leader said that the measures to increase effectiveness of the activity of law enforcement agencies should be taken on a regular basis and signed the document authorising to distribute motor vehicles, which had been purchased in the Republic of Uzbekistan, between military and law enforcement agencies. The Turkmen leader focused on such important issues as enhancing the tutorial work among the personnel of military and law enforcement agencies and improving their professional skills emphasizing that military and law enforcement officers must set an example of faithful service to the Motherland.

In conclusion President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov wished good health and every success in fulfilling the assigned tasks to the high-ranking military and law enforcement agencies.
