Armenia and European Commission Released Joint Declaration
OREANDA-NEWS. April 29, 2011. We, the undersigned, Recalling the common endeavour to use all opportunities provided by the existing framework of cooperation of the Partnership and Cooperation Agreement and the European Neighbourhood Policy,
Reaffirming the commitment to enhancing and deepening relations on the basis of shared values, in the framework of the Eastern Partnership and the prospect of an Association Agreement which will take our relationship for the coming years to yet another level,
Mindful of the enhanced political dialogue between the Republic of Armenia and the European Union during recent years,
Welcoming the intensified cooperation between the Republic of Armenia and the European Union, which encompasses an ever wider range of issues, including political and human rights dialogue, justice, freedom and security, as well as economic and sectoral policies,
Taking note of the progress made by the Republic of Armenia in the implementation of the European Neighborhood Policy Action Plan so far and acknowledging the need for further reform efforts by the Government of the Republic of Armenia,
Welcome the good progress made in the negotiations of the EU-Armenia Association Agreement launched and stress the importance of taking further steps by the Republic of Armenia towards meeting the conditions to launch negotiations for the establishing of a bilateral Deep and Comprehensive Free Trade Area in the framework of the future Association Agreement.
Express commitment to pursue the political orientations of the European Neighbourhood Policy through a reinvigorated engagement, to be set forth in a partnership for reform which will be developed jointly by the Government of Armenia and the European Commission. This will identify areas of cooperation that could be the focus of our relations, with support of the EU tools and instruments.
Reassert the strong commitment of the Republic of Armenia to continue with the reform process and underline the readiness of the European Commission to provide increased support for their implementation, including through budget support, and the Comprehensive Institution Building (CIB) Programme which has been agreed between the Government of the Republic of Armenia and the European Commission,
Welcome the work of the EU Advisory Group in the Republic of Armenia providing advice in the core areas of the future Association Agreement,
Express confidence that enhancing mobility between the Republic of Armenia and the European Union, including the early start of negotiations on visa facilitation and readmission agreements between Armenia and the EU, as one of the first steps towards the long term gradual visa liberalisation in a secure environment, will substantially promote people to people contacts.
