OREANDA-NEWS. January 13, 2011. Dmitry Medvedev signed a list of instructions following his meeting with educators working in orphanages in the city of Ivanovo on January 7, 2011.

The Russian Government, together with executive authorities in Russia’s constituent entities, has been instructed to draft proposals on setting up savings accounts for children living in orphanages whose parents are alive but are no longer caring for them, with subsequent collection of child support payments from such parents in order to set up these accounts.

Instructions were also given to develop advanced programmes to care for and educate children with disabilities in specialised pre-school facilities.

State authorities in the federal constituent entities were advised to take measures to increase the salaries for educators and teachers working in orphanages and develop a regulatory framework for dealing with issues pertaining to renovation of housing owned by children from orphanages.
