Belarus President Administration to Examine Local Authorities
OREANDA-NEWS. August 19, 2010. Following instructions of the head of state the Belarus President Administration will start the third phase of a large-scale monitoring of how local level authorities interact with individual citizens, representatives of the Belarus President Administration said.
Higher ranking officials are supposed to take part in it this time. Plenipotentiary representatives of the head of state in Minsk and the oblasts will take part in it.
The top-ranking officials will spend one week in the regions hearing out people’s complaints personally, each at a major industry enterprise. The plenipotentiaries are supposed to closely examine problems of the territories they are in charge of and provide assistance in handling those problems.
Residents of Chashniki, Ivye, Uzda districts will be able to directly talk to deputy heads of the Belarus President Administration.
Heads of seven interagency working groups will meet with citizens of two or three districts in every oblast. They are supposed to help resolve their problems and pinpoint other troubles of a district.
Taking into account the growing number of complaints regarding utilities services and home construction, heads of two ad hoc groups together with top executives of the Architecture and Construction Ministry and the Ministry of Housing and Communal Services will continue the practice of joint reception of citizens.
Aides to the Belarus President in oblasts and Minsk will focus on arranging phone hotlines in their regions to answer questions of local citizens and find mutually acceptable solutions if possible.
The republican public association Belaya Rus is willing to participate in the monitoring action. Heads of the association together with representatives of government agencies will meet with citizens in all regions of the country.
The fulfillment of the instructions that were issued following complaints of citizens (around 3,000) during the first and second phases of the monitoring will be examined.
Special attention will be paid to fulfilling instructions concerning the systems of the Ministry of Housing and Communal Services and the Architecture and Construction Ministry.
Red-tape practices, formalistic approaches will face severe responses.
