OREANDA-NEWS. March 23, 2010. The draft law aims to implement provisions of the November 12, 2009 Presidential Address to the Federal Assembly on granting political parties with no representation in legislatures, the right to participate in sessions of such legislatures at least once per year. The procedure being introduced shall apply to both the State Duma and the legislative (representative) assemblies of the Russian Federation constituent entities.

The issues to be reviewed at such plenary sessions, the review procedures, and the arrangements for participation in such plenary sessions of the said political parties shall be set as per the State Duma regulations, a respective law of a Russian Federation region, and/or the regulations of a regional legislature of the Russian Federation.

For the purposes of implementing the said draft law provisions, special plenary sessions may be held to review suggestions and communications from the political parties in question, on various socio-political and socio-economic issues.

Political parties shall be also entitled to participate in discussing at plenary sessions such most essential items as draft budgets or budgetary performance reports.
