The enormous work you have accomplished in this time deserves a profound gratitude. You have been able to maintain the uniqueness of UNESCO as a highly respected international humanitarian organisation, ensuring its intellectual leadership within the system of international agencies. But most importantly, you took on the process of modernising the Organisation and adapting UNESCO to the challenges of the modern world. I am sure that the reforms you have initiated will progress. Russia, for its part, will continue supporting UNESCO’s current course toward improving its efficacy and prestige.

Your name is associated with many successful humanitarian projects. The Education For All international programme and its noble goals serve as a symbol of the Organisation’s performance. This difficult work in building a knowledge-oriented society now has a solid foundation.

We are deeply satisfied and we are grateful to you, Mr Director-General, that UNESCO has always encouraged Russia’s efforts to develop international cooperation in the field of education. This is linked, in part, to Russia’s initiatives to improve the quality of basic education and extend cooperation between UNESCO departments, as well as implement joint undertakings in education for the youngest children. For our part, we have always strived to support you in your noble endeavours to preserve and strengthen UNESCO’s mandate.

We are certain that in the future, you will maintain your positive ties with the greater UNESCO family and remain Russia’s steady friend.”
