Outcome of Session of CSTO Council of Foreign Ministers
OREANDA-NEWS. June 15, 2009. A regular session of the Council of Foreign Ministers of the Collective Security Treaty Organization took place on June 14 in Moscow at the level of heads of foreign affairs agencies of member states.
The ministers examined a wide range of agenda issues, primarily those being submitted for a regular session of the CSTO Collective Security Council on June 14. They paid the main attention to the question of creating a Collective Operational Reaction Force (CSTO CORF), within the framework of which the heads of the foreign affairs agencies considered and recommended for signature by the Presidents a package of documents including, in particular, an Agreement on CSTO CORF.
There was agreed the text of a Statement of the Summit of Heads of State that gives consolidated assessments of the major international tends and emphasizes the resolve of member states to continue to promote close allied cooperation in the CSTO format.
The Draft Decisions of the CSC regarding the streamlining of the mechanisms of collective response to emergency situations and of counteraction against the illegal migration of third-country citizens, and Priority Guidelines for CSTO Activities in the second half of 2009-first half of 2010 were recommended for approval by the Presidents.
In the context of discussion of the prospects for cooperation by the CSTO with international organizations, the ministers endorsed a Memorandum on Cooperation between the CSTO and UN Secretariats, and adopted a document outlining the main areas of cooperation development between the CSTO and the OSCE.
A Plan of Consultations on foreign policy, security and defense issues for the second half of 2009-the first half of 2010 was adopted.
As a priority in the coordination of actions by member states in the international arena, the ministers, in particular, highlighted the Russian initiative to craft a European Security Treaty, and underlined the need for coordination of interaction with international and regional organizations.
A number of organizational and financial matters were considered.
