OREANDA-NEWS. November 14, 2008. Russia’s delegation is headed by President of Russia Dmitry Medvedev. The EU delegation at the summit is represented by President of the European Council and President of France Nicholas Sarkozy, President of the European Commission Jose Manuel Barroso, and also EU High Representative for Foreign and Security Policy Javier Solana. 

Russia-European Union summits have taken place twice a year since 1998, with one summit held in Russia each year (the last was in June 2008 in Khanty-Mansiisk) and the other in the country currently holding the European Union presidency.
