Moscow and Bishkek Adopted Joint Statement
OREANDA-NEWS. October 9, 2008. The document assesses the current level of Russian-Kyrgyz cooperation as well as sets out guidelines for future cooperation between the two countries.
The Statement notes that particular attention will be placed on implementing major projects in the electricity sector (the construction of the Kambaratin-1 and Kambaratin-2 hydroelectric plants and other facilities), geological study of prospective oil and gas fields in Kyrgyzstan, the modernisation and development of Kyrgyzstan's oil and gas sector, cooperation in mining industry, agriculture and banking.
The parties will continue to promote cooperation in the cultural and educational spheres, including through providing state support to Russian language in Kyrgyzstan, where Russian is one of the country's official languages, and to the Kyrgyz language in Russia.
The Statement also noted that Russia and Kyrgyzstan will firmly condemn and suppress all forms of discrimination and any actions designed to incite ethnic hatred or racially-motivated violence against citizens.
In light of their strategic partnership Moscow and Bishkek will continue to strengthen their cooperation in the military and military-technical spheres, including by continuing to operate and develop Russian military installations in the territory of Kyrgyzstan.
The document highlights the need to transform the Collective Security Treaty Organisation into the core institution able to counter security threats in the area under its jurisdiction and reaffirmed the importance of the Russian airbase in Kant, Kyrgyzstan.
The heads of state expressed their concern surrounding increasing tensions in Afghanistan. The parties will actively participate in the preparation of a special conference on Afghanistan to be held under the auspices of the Shanghai Cooperation Organisation.
The Russian party welcomed Kyrgyzstan's initiative to hold the Global Mountain Summit in 2009 in Bishkek and is ready to provide any assistance necessary in the preparations.
The first Global Mountain Summit was held in 2002 in Bishkek under the auspices of the UN. It adopted the Bishkek Mountain Platform and identified key challenges for sustainable development in mountainous areas of the planet.
