"We need to protect and develop the Russian language as an integral part of culture and spiritual heritage," Volodin said.

He clarified that the State Duma Committee on Culture was instructed to prepare the bill for consideration in the first reading.

Earlier, Russia passed a law banning the admission of migrant children to schools without knowledge of the Russian language. Now they can be enrolled in educational institutions only after passing the test.

In November, speaking before the Council on the Russian Language and the Languages of the Peoples of Russia, Russian President Vladimir Putin said that the country's 1991 language law needs "substantial revision" — it should be brought into line with reality.
