OREANDA-NEWS  The current patent model for attracting foreign labor to the country has played its role and needs to be adjusted. This was stated by the Minister of Labor and Social Protection Anton Kotyakov in an interview with Vedomosti.

In his opinion, it is wrong when a foreigner freely enters the country, and then searches for an employer with unclear employment conditions for a long time. In this case, not only he himself is at risk, but also the business, which bears the costs of training migrants and conducting a medical examination, but has no guarantees that a potential employee will not leave for another place.

The head of the Ministry of Labor proposed to bring migrants according to the principle of organized recruitment. In the new conditions, the preparation of documents, medical examination and training are supposed to be carried out in the migrant's country. Under these conditions, the employer will not only be responsible for the invited employees, but will also receive guarantees that they will perform their duties.

At the same time, Kotyakov noted that the creation of a new model was not included in the national project "Personnel". Through an organized recruitment process, migrants will be attracted under a special joint program with the Ministry of Internal Affairs.

This spring, the Ministry of Labor published on the portal of normative legal acts a draft amendment to the law on the legal status of foreign citizens in Russia. In it, the agency proposed to create a public law company for the targeted organized recruitment of migrants and finalize the mechanism itself in such a way that the employer was more protected.
