The talks are taking place at the Zagulba Palace, the official residence of the President of Azerbaijan, 40 kilometers from Baku on the shores of the Caspian Sea. Putin arrived in Baku on the eve of a two-day state visit. After the negotiations in a narrow format, the heads of state will be joined by delegations. Following the meeting, the participants will sign a package of documents.
