OREANDA-NEWS. Andrey Baryshev, deputy of “United Russia” political party, submitted a bill to the State Duma on the return of a seasonal turning the clock. This information has appeared in the database of the lower house of Russian parliament. The offer of the deputy was not accepted unanimously in the State Duma and Federation Council.

The note to the bill states that every year at 2 am on the last Sunday of March, the clock must be turned one hour forward, and one hour back at 3 am on the last Sunday of October.

As Baryshev notes, this will allow introducing a more favorable system for calculating time - effectively used daytime will increase by an average of 200 hours per year, which not only positively affects the health of Russians, but also generally improves their quality of life, efficiency, as well as provide additional opportunities for evening leisure, recreation and sports.

Analysis of astronomical parameters, according to Andrey Baryshev, shows that now in most regions of the country excessively early sunrises (in summer at 2-4 am) and sunsets are observed, and this "causes the population to have a completely understandable and fair discontent."

According to Valery Ryazansky, Chairman of the Committee of the Federation Council on social policy, the government is unlikely to accept the next change. “Dmitry Anatolyevich Medvedev said that the last time we agreed with the proposal to turn the arrows and after that we will not take such decisions. That is, winter and summer time are established once and for all,” he explained to media. Ryazansky added that it is time to take a decision, either Russia is in the Central European variant of behavior, or political figures will no longer return to this topic.

In his turn, deputy Alexey Kurinniy stressed that the return of the seasonal time in Russia is hardly advisable. "To be honest, we are already tired of this. The country needs to work a little under the established conditions," he said. The deputy also expressed doubts about the persuasiveness of the data given by Baryshev. "When we switched to a constant time, exactly the same "convincing" data were given that this option is good for health, for economy," concluded Kurinniy.

His colleague Fedot Tumusov stated that he did not agree with the need to return to turning the clock. “On the contrary, it has already been proven that it is harmful to health. This is the deputy’s right to contribute to the project,” he explained.

"Such a decision has many supporters and opponents, the discussion can go on eternally”, deputy Andrey Isaev added. “Nevertheless, the decision that suits the majority of people was made and it is unlikely that the state should constantly change its position on this sensitive issue," he concluded.

The author of the bill Andrey Baryshev noted that many colleagues supported his initiative. At the same time, he stressed that he was behind this offer, and not the whole “United Russia” party.
