OREANDA-NEWS A comprehensive bill on countering financial fraud will be submitted to the State Duma in the near future, said Vadim Zhivulin, the Russian government's envoy to the Federation Council.
During the plenary session on Wednesday, senators discussed the law on the introduction of a "cooling-off period" for issuing consumer loans, which will protect citizens from fraudsters. The head of the Federation Council's Constitutional Committee, Andrei Klishas, recalled that at a meeting with the deputy state secretaries, the senators proposed "a whole range of such targeted measures aimed at combating fraud." According to him, the government promised to introduce a large comprehensive law.
"We postponed a number of initiatives only because there was a request from the government, let's solve all the problems within the framework of a large comprehensive law. Two months have passed... There is no law on this, but we have postponed our proposals," Klishas said.
"We reviewed this draft federal law at the commission on legislative activity on Monday. It contains most of the proposals that were made during the meeting. Indeed, it will be submitted to the State Duma in days," Zhivulin said.
Federation Council Speaker Valentina Matvienko asked the relevant committees to join the work on the draft law.
"The topic is the most important. We need to protect our citizens from all types of fraud. This is especially practiced from the territory of Ukraine. They have simply turned Ukraine into a terrorist organization, into a fraudulent organization. It is simply unacceptable. We are forced and obliged to put a barrier to all these illegal actions, to protect people," the speaker stressed.
She believes that in the spring session it is necessary to complete the work on the adoption of the entire package, the entire set of measures to protect against fraud.
