OREANDA-NEWS  A group of senators has submitted to the State Duma bill No. 746052-8, which gives the Federal Air Transport Agency the authority to certify and approve the production of alternative components for civil aircraft, which is necessary to replace foreign spare parts under sanctions.

The document contains amendments to article 37 of the Air Code, which regulates the certification of civil aircraft, engines, propellers and unmanned aerial vehicles or their parts.

As stated in the explanatory note to the bill, it is designed to develop domestic production of alternative components of civil aviation equipment (Part Manufacture Approval/RMA), necessary to replace the original consumables used in the repair of foreign components by domestic enterprises.

"Given that the shortage of foreign-made spare parts in the face of anti-Russian sanctions and restrictions imposed by Western suppliers will not be eliminated in the near future, it can be concluded that the market for alternative spare parts will actively develop in the territory of the Russian Federation. However, if regulatory regulation "catches up" with the actual needs of the industry, it is highly likely that instead of a civilized market for PMA components, carriers will face a gray market of inauthentic components," the explanations say.

The authors note that the government decree of March 12, 2022 (No. 353) provides for the possibility of using imported PMA components. As a result, there is a situation in which Chinese and Iranian PMA suppliers have privileges compared to domestic enterprises. "Also, in the absence of the prospect of RMA regulation in Russia, prerequisites are being created for the withdrawal of production of such components to China, since fewer bureaucratic procedures are required to install imported RMA spare parts with Chinese quality documents on an aircraft in Russia," the authors note.

If adopted, the law will enter into force 10 days after its official publication.

RMA manufacturers are companies that are certified by the aviation authorities for the manufacture of alternative spare parts and components in accordance with the requirements contained in the regulatory documentation defining the procedure for type certification, developers and manufacturers.

Western sanctions prohibit the supply of civilian aircraft and spare parts to Russia, as well as their maintenance and insurance.
