The Сost of National Projects Will Amount to 25.7 Trillion Rubles for 6 Years
OREANDA-NEWS Russian government has published information on targets, key expected results, budget and funding sources for national projects and a comprehensive plan for the modernization and expansion of the main infrastructure, formed to implement the may decree of President Vladimir Putin.
The decree defined the goals and objectives for the entire fourth presidential term, until 2024, in 12 strategic areas: demography; health; education; science; culture; housing and urban environment; ecology; safe and high-quality roads; labor productivity and employment support; digital economy; small and medium-sized enterprises and support for individual entrepreneurial initiative; international cooperation and export.
To achieve the goals in each area formed national projects (infrastructure plan is considered the 13th national project). Their curators were profile Deputy Prime Ministers, heads-Federal Ministers who are personally responsible for the execution, and administrators — Deputy Ministers.
The total cost of implementing the national projects is 25.7 trillion until 2024, follows from the government. Of these, 13.2 trillion rubles will allocate the Federal budget, 7.5 trillion rubles will be found in extra-budgetary sources, projects for 4.9 trillion rubles will Finance the budgets of the regions. Another 147.8 billion rubles will be taken from the state extra-budgetary funds.
The fact that the cost of the may decree on "purely preliminary" calculations will amount to 25 trillion rubles, Prime Minister Dmitry Medvedev said in May last year. In September, the Chairman of the accounts chamber Alexei Kudrin said that the then developed national projects will cost 27.2 trillion rubles, and the costs of the passports of the projects themselves exceed the funds pledged to them in the Federal budget in the next three years. The national projects were finalized by the end of the year — Medvedev announced the completion of their formation on December 24. At the same time, according to the Prime Minister, the government "had to make some efforts" to find money for national projects: it decided to increase the VAT from 18 to 20%, to adjust the excise policy, as well as to redistribute the sources of financing of a number of state programs.
