The Central Bank will Limit the Issuance of Consumer Loans in 2022

OREANDA-NEWS. From the second half of 2022, the Bank of Russia is going to use a mechanism to limit the issuance of consumer loans. Elizaveta Danilova, head of the Central Bank's Financial Stability Department, announced this at the annual conference "S&P Global Ratings - Russia".
“We will have to give the banks some time to adjust their systems in order to keep track of these limits that will be set. Therefore, we expect the use of such a tool, rather, in the second half of next year, "- said the head of the department.
The State Duma is considering a bill under which the Central Bank may be empowered to set restrictions on borrowing in order to slow the growth of unsecured consumer lending.
“We do see a deterioration in lending standards. Our main indicators that we are looking at are the share of loans with a high leverage ratio (HDI), ”said Danilova.
According to her, since the beginning of the coronavirus pandemic, the debt burden of Russians has grown significantly. In particular, this is due to the growth of consumer loans. At the same time, growth occurs both due to the involvement of a larger number of borrowers, and due to the growth of debt burden on existing ones.
Earlier, the head of Sberbank, German Gref, said that there were no signs of a bubble in the organization's consumer loan portfolio.
