"The glass is always half full, it is never half empty. We can measure the fullness of a glass in different ways, but it all depends on the will of the people who hold this glass in their hands. Therefore, today we have made important steps forward. How much time it will take to turn our understanding and the framework that has been formed and has already been formed, to fill in the specifics of the cases, it depends on us - on the BRICS and on the world majority," he said at a press conference following the final meeting of the sherpas/sous-sherpas of the BRICS.
