"Russian Post" Began to Charge Fees for Online Purchases
OREANDA-NEWS The Federal Customs Service and Russian Post have launched an experiment on automatic payment of duties when making online purchases.
"It is aimed at creating a universal platform for cross-border Internet trade," the service said.
Earlier, the Ministry of Finance developed a draft order to launch a system as an experiment, in which the duty on foreign purchases on the Internet is paid automatically and a person does not need to go and make a payment separately.
"Russian Post" together with the Federal customs service has prepared for the launch. It was developed a technological solution that allows you to charge a fee using modern electronic services directly at the time of purchase on the marketplace", - explained in the Department.
Now under the experiment fall online shopping, the cost of which exceeds five hundred euros.
"The successful implementation of the project will allow all participants to prepare for the reduction of the threshold of duty - free trade", - said the FCS.
In the near future, the possibility of online payment of duties will be available to buyers of the largest marketplaces, which will cover more than 90 percent of the volume of cross-border Internet trade coming to Russia in mail, the report says.
The experiment will be able to connect any international trading platforms-the principles of work for all participants are common. The main requirements are responsibility for the accuracy of information about the goods sold and transparent logistics.
On August 3, 2018, Putin signed the law "on customs regulation in the Russian Federation and on amendments to certain legislative acts of the Russian Federation". The document allowed postal operators to act as customs agents, that is, allowed to pay a fee for the parcel at the post office or to charge it automatically when calculating the cost of delivery. The order of the Ministry of Finance establishing this procedure for postal operators was signed on December 21 and published on December 28, 2018.
