Russian Banks Began to Demand an Explanation for "Small" Transfers
OREANDA-NEWS Credit institutions have the right to control the transfers of Russians, and in the case of suspicious transactions – to block the account until the owner explains where and why sent the funds. This practice should not have involved small amounts, but it turned out otherwise.

Naturally, faced with not all the polls and units, but it doesn't. The Central Bank has already said that this practice is illegal and citizens can write a complaint to the regulator.
People told the newspaper "Izvestia" that in November they began to call the financial monitoring service of banks and demand to provide various documents on transactions in the amount of 1 thousand rubles. As a rule, these are transfers between individuals. In case of refusal to provide such information, the banks promise to cancel the card.
A written explanation should be sent in WhatsApp. In particular, attach an extended statement of Deposit to explain the origin of these funds. For collection of documents is given three days.
The press service of the Central Bank explains that banks act in this way if they consider the operation questionable: for example, committed by fraudsters. This can be indicated by the amount of the transfer, its uncharacteristic. But even in this case, the credit institution has no right to find out the origin of the funds or the purpose of the payment, the representatives of the regulator said. The only thing that is within the competence of the Bank-is to obtain confirmation from the client that the transfer is made with his consent.
Experts note that the requirement to provide supporting documents for translation between individuals violates the law. The Central Bank claims that there were no complaints about the mass blocking of cards, and offers in such situations to report their claims to the Internet reception of the Central Bank.
