On Revocation of Banking Licence of GAZSTROYBANK
OREANDA-NEWS. By its Order No. OD-2607, dated 12 August 2016, the Bank of Russia revoked the banking licence of the Moscow-based credit institution Joint-stock Commercial Bank GAZSTROYBANK, joint-stock company, or JSC JSCB GAZSTROYBANK (Registration No. 2919) from 12 August 2016.
The Bank of Russia took such an extreme measure — revocation of the banking licence — because of the credit institution’s failure to comply with federal banking laws and Bank of Russia regulations, and the application of measures envisaged by the Federal Law ‘On the Central Bank of the Russian Federation (Bank of Russia)’, taking into account a real threat to creditors’ and depositors’ interests.
JSC JSCB GAZSTROYBANK implemented a high-risk lending policy connected with the placement of funds in low-quality assets. An adequate assessment of the risks assumed at the request of the supervisor and a reliable recognition of the bank’s assets resulted in the grounds for the credit institution to implement measures to prevent insolvency (bankruptcy). Besides, the credit institution was involved in dubious transit operations. The management and owners of the bank did not take required measures to normalise its activities. Under the circumstances the Bank of Russia took a decision to withdraw JSC JSCB GAZSTROYBANK off the banking services market.
The Bank of Russia has appointed a provisional administration to JSC JSCB GAZSTROYBANK for the period until the appointment of a receiver or a liquidator. In accordance with federal laws, the powers of the credit institution’s executive bodies are suspended.
According to financial statements, as of 1 August 2016, JSC JSCB GAZSTROYBANK ranked 335th by assets in the Russian banking system.
