Visit of BSEC Permis Secretary General to Beijing
OREANDA-NEWS. On the initiative of the Russian Chairmanship-in-Office of BSEC and in line with one of its priorities to foster economic cooperation between BSEC and other regions of the world, the Secretary General of the BSEC PERMIS Ambassador Michael B. CHRISTIDES visited Beijing on 12-13 May 2016, together with the representative of the Russian Chairmanship and Deputy Director of the Department of Economic Cooperation of the Ministry of Foreign Affairs of the Russian Federation Dr. Sergey GONCHARENKO.
The main purpose of their visit to the Chinese capital was to inform and exchange views with financial authorities there on the possibilities of attracting the latter’s interest in financing projects promoted by BSEC, particularly those in the field of infrastructure development.
During their stay in Beijing, Secretary General CHRISTIDES and Dr. GONCHARENKO met with high-level representatives of the management of the Silk Road Fund Co., Ltd. and of the Asian Infrastructure Investment Bank (AIIB). In this context, they had meetings with Ms. Cathy Xin Zheng, Assistant President and with Ms. Lacy Xie, Senior Manager for External Relations of the Silk Road Fund, to whom they provided comprehensive information regarding the activities of BSEC, highlighting especially the flagship infrastructure projects of the Organization.
Secretary General CHRISTIDES underlined that, given the importance the Chinese authorities attach to the establishment of the modern Silk Road, as a multifaceted concept of transports, communication and dialogue not only between Europe and Asia, but also with the landlocked Asian Republics on the routes linking the two continents, whatever activity BSEC undertakes for the promotion of trade, facilitation of transport and enhancement of intercultural dialogue and tourism, directly coincides with the Chinese priorities to the same end. In the light of the above, he stated that BSEC wishes to inform potentially interested financial institutions in China to encourage them to study the possibility of participating in the financing of BSEC projects which are mutually beneficial.
Assistant President of the Silk Road Fund Ms. Cathy Xin Zheng pointed out that the Fund, established in 2014, manages an initial capital of approximately 40 billion US Dollars and that among its shareholders there are four BSEC Member States. She expressed keen interest in the activities of BSEC, especially those concerning infrastructure projects, and requested to be kept informed on the development of similar projects, in which the Fund could potentially be interested.
The two sides agreed that upon the completion of comprehensive files regarding the two BSEC flagship transport infrastructure projects, namely the Black Sea Ring Highway (BSRH) and the
Motorway of the Sea (MoS) projects, they will meet again in order to further exchange views on the possible participation of the Silk Road Fund in the implementation of these projects.
In the Headquarters of the Asian Infrastructure Investment Bank, Secretary General Ambassador CHRISTIDES and Dr. GONCHARENKO met with Dr. D. J. Pandian, Vice-President and Chief Investment Officer and with Mr. Hong Wang, Operation Advisor of the Bank, whom they also briefed extensively on BSEC activities and projects. Dr. D. J. Pandian, expressed strong interest in the projects presented and confirmed that they fall within the framework of the Bank’s aims and objectives.
Dr. GONCHARENKO informed all interlocutors on the preparations for the Meeting of the BSEC Council of Ministers of Foreign Affairs (CMFA), scheduled to take place in Sochi on 1 July 2016, and stressed that the Russian Chairmanship-in-Office would highly appreciate their participation as guests in this Meeting.
