OREANDA-NEWS. On December 29, 2008 The Government of Ukraine has approved the State Target Program of Civil Protection for 2009-2013. A respective ordinance was issued by the Cabinet of Ministers during its sitting on 27 December.

The program’s objective is creating a single system of civil protection and within it a system of management of processes of civil protecting, effective and unified powers of civil protection which would enable to cut the risk of emergency situations and to mitigate their consequences.

It envisages approval of a series of normative-legal acts regarding creating a single system of civil protection, notably the Code of civil protection. Besides, a system of management of civil protection processes and the structure of powers of civil protection will be improved.

Also an activity of minimal necessary quantity of local fire-prevention subdivisions has to be resumed and conditions for forming voluntary fire-prevention brigades to be created.

It is also planned to set up aviation subdivisions equipped with medical apparatuses to render first aid and to transport to the medical establishments. The draft law also envisages MES subdivisions to be completed with emergency-salvation, engineering and special fire equipment, means of rescue, personal gearing and protection, means of transport, small mechanization and communication. Medical establishments, first of all in rural areas will be provided with ambulances.

According to the Program, it is proposed to create a 112-system, in particular in the areas of holding Euro-2012 events. Moreover, the plans include creating within the MES modern emergency centres to react to extraordinary situations, the civil protection forces of immediate response of the 112-system, while on the objects of special hazard – local systems of threat detection and notification of population.
