Turkmenistan Held State Security Council Meeting
OREANDA-NEWS. December 5, 2011. President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov chaired a regular meeting of the State Security Council. The meeting agenda focused on the work done by the military and law enforcement agencies for eleven months of the current year and the priority issues related to the optimization of their activity.
Opening the meeting, the Turkmen leader congratulated those present on the upcoming national holiday, the Neutrality Day that has a worthy place in the national calendar of remarkable dates. The Turkmen leader said Turkmenistan committed to the status of permanent neutrality steadily pursued the policy of peace and good neighbourliness that was reflected in the Military Doctrine which was purely defensive in nature.
Touching upon the state policy priories, President Gurbanguly Berdimuhamedov said Turkmenistan as a sovereign state must take measures to maintain fighting efficiency of the Armed Forces of Turkmenistan standing as a guarantee of cohesion and a peaceful life of the Turkmen people. This is the objective that the military reform is to fulfill, said the Turkmen leader. Then the President gave the floor to the members of the State Security Council who reported on the activities carried out to strengthen the material and technical basis of the national army, train highly qualified military personnel and provide the dignified conditions of service and life, recreation and labour of military servants.
Secretary of the State Security Council, Minister of National Security Ya. Berdiev reported on the work done in January-November of the current year, particularly the progress in implementing the military reform initiated by the Turkmen leader and the measures taken to maintain public order and political stability that served as a guarantee of the fulfillment of ambitious tasks set to the Turkmen state.
Noting that the Ministry of National Security played the critical role in maintaining the favourable social and political climate, the Turkmen leader focused on the need to strengthen the foundations of a peaceful, constructive life of the Turkmen society and its cohesion and solidarity which stood as a crucial condition for further prosperity and wellbeing of Turkmenistan.
Chairman of the State Border Guard Service M. Yslamov reported on the work done by the Service for eleven months of the current year and the measures taken to defend the sacred borders of the Motherland. M. Yslamov reported that the construction of apartment houses, which had been launched under the programme aimed at improving the social and living conditions of border guards, had entered the final stage.
Underlining the unquestionable importance of the tasks set to the State Border Guard Service, the Turkmen leader emphasized that defenders of the Motherland must be faithful to their military duty and stand guard vigilantly over achievements of the epoch of independence.
Head of the State Service on Drugs A. Garaev reported on the work done by the Service for the reporting period and the specific measures taken to combat illicit trafficking in narcotic drugs.
Demanding that the work be optimized and carried out on a regular basis, President Gurbanguly Berdimuhamedov focused on the need to strengthen and modernize further the material and technical basis of the State Service on Drugs and supply it with state-of-the-art equipment and technologies. The relevant departments were instructed to intensify the prevention and awareness raising activities. The President severely reprimanded the Head of the State Service on Drugs for weakening control over the activities of subordinate officials and demanded that the shortcomings be eliminated as soon as possible.
Minister of Internal Affairs I. Mulikov reported on the measures taken to strengthen law and order, prevent delinquencies and ensure traffic safety.
Commenting on the report, the Turkmen leader underlined the need to improve the work of internal affairs bodies on a regular basis in the context of the important tasks set to these institutions. With the view of enhancing the efficiency of the traffic safety measures and bringing traffic laws of Turkmenistan in line with international standards President Gurbanguly Berdimuhamedov issued the Resolution approving the new traffic regulations in Turkmenistan.
Minister of Defence B. Gundogdyev informed Supreme Commander-in-Chief of the Armed Forces Gurbanguly Berdimuhamedov of the progress in implementing the military reform aimed at strengthening and modernizing the material and technical basis of the national army, training highly qualified military personnel an creating the favourable conditions of service and life of military servants.
Commenting on the report, the President underscored the need to intensify the work in this area and demanded that control over the progress of construction of military towns and comfortable apartment houses be tightened and all necessary measures be taken to raise the professional level of officers and conscripts of the national army.
Prosecutor General Ya. Yazmyradov reported on the work done for the reporting period. The Prosecutor General particularly reported on the activity carried out by public prosecution bodies to ensure respect for the rule of law in all spheres of life of the state and society.
Emphasizing that the officials of public prosecution bodies, who stood guard over the rule of law and justice, bear the awesome personal responsibility, President Gurbanguly Berdimuhamedov demanded that the work on training of highly qualified young specialists who are ready to faithfully serve their Motherland and people be intensified.
Chairman of the Supreme Court A. Hallyev reported on the progress of legal reform initiated by the Turkmen leader and the work done by the institutions under his supervision since the beginning of the current year.
Underlining the incontestable importance of the work carried out by judicial bodies, President Gurbanguly Berdimuhamedov demanded that the judicial system in the country be modernized further and rigorous control be kept over court decisions.
Minister of Justice M. Garryev reported on the work done by the Ministry for the reporting period and the fulfilment of the Turkmen leader’s instructions to update further the national legislation.
Underscoring the importance of the ongoing legal reform with such a crucial aspect as bringing the regulatory framework in line with universally recognized norms of international law, the Turkmen leader said citizens of the country should be informed of additions and amendments to national laws and provided with competent legal services.
Chairman for the State Customs Service A. Hojamgulyev reported on the measures taken to optimize the activity of the Service. He also informed that new buildings of a number of customs stations in different regions of the country were ready for operation.
Noting that Turkmenistan’s role in international trade and global economic relations is being enhanced as is illustrated by increased freight traffic crossing the territory of Turkmenistan, the Turkmen leader demanded that all goods transported across the territory of Turkmenistan, including transit goods, be thoroughly inspected. The Turkmen leader also noted that performing their duties Turkmen customs officers should be tactful and show friendliness and hospitality towards peoples travelling across the state border of Turkmenistan that contributed directly to enhancing the prestige of our country.
Chairman for the State Migration Service D. Bayramov reported on the specific measures taken to optimize the activity of the State Migration Service in order to implement a key state policy priority – enhancement of international cooperation.
Highly evaluating the contribution that officers of the State Migration Service made to fostering friendly relations with different countries of the world, President Gurbanguly Berdimuhamedov instructed the high-ranking officials of the Service to take a responsible approach to selecting young specialists.
Specifying the priority tasks to the military and law enforcement agencies, President Gurbanguly Berdimuhamedov underlined the significant role of these agencies in facilitating the advancement of Turkmenistan along the path of drastic reforms and progressive transformations aimed at bringing our country to a fundamentally new level of development.
The other issues were considered during the State Security Council meeting, and the decisions were adopted.
