OREANDA-NEWS. February 18, 2010. The order concerns the removal of duplicate, redundant functions as well as those not exclusive to the police, optimising the structure and number of Interior Ministry officers, increasing incentive payments and provision of housing to staff employed by Ministry agencies.

The order provides for the development and submission to the State Duma of a draft federal law on the police that lays out the main purposes of its activities in combating crime and ensuring public order, for the transfer of certain Interior Ministry functions to other agencies, and for relevant amendments in certain regulations.
