OREANDA-NEWS. On December 09, 2008 a meeting of rectors concerning ranging of institutions of higher education of the III-IV levels of accreditation chaired by Minister of Education and Science Ivan Vakarchuk took place in the Ministry of Education and Science.

The matter concerned improvement of the ranging system of institutions of higher education and its introduction in Ukraine from 2009, in accordance with the Decree of the President of Ukraine which provides elaboration of procedures and criteria for determining rates of institutions of higher education of the III-IV levels of accreditation of all property forms.

Minister of Education and Science Ivan Vakarchuk emphasized the importance of a rating procedure of institutions of higher education at the national and world levels as an important condition for up-grading education. The Minister also emphasized the importance of unbiased evaluation of the academic process organization at present. The rating system of institutions of higher education will allow to analyze characteristics, statistics, source information which are not efficient now.

The Ministry of Education and Science has already made a number of steps aimed at introduction and improvement of the ranging system of institutions of higher education. In particular, three experimental ratings of institutions of higher education made, a working group to improve the ranging system is created. 

Implementation of the ranging system will allow to realize administration of the higher education system at the national, regional and institutional levels. In order to evaluate the development of efficient education in the national administration system, it is necessary to take into account education in universities. Two features of effective education in institutions of higher education are determined: efficiency of the policy of taking in students and graduators’ success at labour-market. Due to regular monitoring and structuring of the system of institutions of higher education we can evaluate the efficiency of university educational services.

Participants of the meeting discussed the state, tendencies, problems and ways of implementation of the rating system. The measures on adaptation of the rating system for universities were particularly discussed. Discussing the problems of elaboration and introduction of the ranging system of institutions of higher education, rectors proposed the technology of project’s implementation which the working group is to analyze and take into consideration improving the rating system of institutions of higher education.
