In this situation we need the mutual interest of both the industrial personnel and power engineering specialists. To provide the planned for the next three years growth rates of Tatarstan economy it is not welcomed the transition of the big product consumers to external power sources. In this respect Ministry of Industry and Trade, JSC "Tatenergo" , Committee for Tariffs and Ministry of Construction, Architecture and Housing together with bodies of the local self-management have to in the first quarter of 2009 to work out the plan of actions for power supply in the three coming years, including for housing and communal business. In the issues relating to heat and power supply we cannot allow the egoism of business subjects of any size", – told the head of Republic.

The 42-nd session of Gossovet of RT of the third legislature at which President of RT Mintimer Shaymiev voiced the annual Message to Parliament of the Republic, was held on 11 November in the National Big Concert Hall named after S.Saydashev. It was attended by representatives from the power holding of Tatarstan: G.М. Minnekhanova, I.H, Gayfullin, D.H. Safiullin.

To the session were invited the Chairman and members of Government of RT, Deputies of Gosduma of RF, members of the Board of Federation of RF, authorized and full-time representatives of RT in the regions of RF and abroad, staff of Central Election Committee of RT, deputies of Kazan City Duma, members of Public Chamber of RT, representatives of the courts, managers of municipal regions and city counties, organizations and companies, educational establishments, Media, arts alliances, religious confessions, small and middle business, banking and public associations including the youth.

His speech President of Tatarstan began with analysis of the situation around the world financial crisis. In his opinion, the current stage of public development, is associated with the beginning of the global crises on the financial and stock markets. "We understand that the relatively favorable period of development of the world economic processes has changed to a chain of proof", – said Mintimer Shaymiev.

"The system changes impacting the institutions of foreign relations, world finance economical relations bring already the serious adjustments in the foreign and home policy of the country and the region. We have to keep in mind that in the period of preparing the program of social and economical development of RF till 2020 named "Strategy 2020" and transition to three-year budget, the effect of trends of the world economical crisis, forecasts and budget expenses practically were not considered that’s why the message dating November 5 to Federal Session of RF by President of Russia Dmitri Medvedev is the aggregate of the systematic measures meeting the new challenges both domestically and internationally where Russiaя acts as one of the leading states of the world", – he told.

In the words of President of Tatarstan the violent conditions dictate the necessity of entering modifications in the long-term Republicаn programs. Also the head of Republic told that all of this "does not cancel our long-term targets for development of Republic". First, we speak about further formation of the democratic society with high standards of life quality that are supported by the civil society and many-industry economy with middle class smoothly integrated in Russian world economical system.

"Despite that currently the impact of crisis for us is felt, we assess the prospects of Republic as optimistic. The basis for such confidence are the successfully realized large-scale social and economical programs, that displayed their viability. We have to foresee within our responsibilities and opportunities and respond in good time at any change using in full our competitive edge. Tatarstan people must know that the authorities take adequate measures that will be supported by specific actions. At this has to be aimed the forecast of social and economical development for the future and the three-year budget under consideration of Gossovet of RT", – emphasized М.Shaymiev.

Despite serious external challenges of the last time, the passing year features in the whole the permanent development of our country. The course of political process is often determined by results of elections of President of RF. They marked the completion of process of formation of configuration of the national power. "Today President of RF Dmitri Medvedev and the Chairman of Government of RF Vladimir Putin are the new political reality", – he summoned.

Talking on the urgent topic of education improving the head of Tatarstan Mintimer Shaymiev said that the Federal University in Republic must be founded on base of the Kazan State University.

"The core of the new Federal university will be KGU, – told President of Tatarstan. – At the same time it is necessary not do loose the rich research and educational potential of the other of our educational establishments". "The system of consolidation of primary, secondary and higher professional education must be enhanced and correlate with production",- said the head of Tatarstan.

Mintimer Shaymiev also commented on the continuously growing price of education. "Ministry of Education and Science and the Board of Rectors have provide the availability of education. The tuition fee must be reasonable and I guess it will be decreasing. And it mast reflect the institution rating", – emphasized President .

The head of Tatarstan also spoke about the financial crisis. "Each institution has the departments of economy and management,- said М.Shaymiev. – When the entire world is discussing the ways out of crisis we have not received any analysis or offers from any institution".

President Tatarstan Mintimer Shaymiev says that the developed agri-industrial complex of Republic is able to mitigate the crisis effects.

"Due to well-developed agri-industrial complex wee have the high enough stock of strength, that allows to pass the crisis situations with minimal losses, smaller inflation, cheaper consumer basket", – declared М.Shaymiev.

"What matters now – the Government of Republic, Ministry of Agriculture and Food, managers of agricultural companies to be able to use the measures taken by management of RF as regards the support of AIC, – thinks Mintimer Shaymiev. – The situation with credit resources and servicing the early taken loans to date is rather complicated. Ministry of Agriculture, the heads of municipal regions have to prepare in 2009 to minimal support of agricultural business from budget of Republic".

The head of Tatarstan Mintimer Shaymiev thinks that the Republic will be able to do its best in passing the financial crisis. "Under critical conditions suffer the most advanced regions. With decrease of prices for oil, rates of development of the world economy we can lose a lot", – told President .

"Today we need economy in everything. None over expense of budget of each level, – told the head of Tatarstan. – To suspend and not to start construction of the new objects with no urgent necessity. The solution as regards construction of the objects will be made personally by Prime- minister or President by offer of Prime-minister".

"The terms for implementation of the adopted programs can be postponed in accordance with the financial opportunities. I do not exclude that basing on results of the first six months of 2009 or the first quarter the offers from President of Republic to correct basic parameters of social and economical development", – told М.Shaymiev.

"Despite the difficulties I am sure that we will make it. We are educated, hardworking and united. Yes, we can!" – summoned his speech President of Republic of Tatarstan.
