OREANDA-NEWS. July 18, 2008. Public association “Support of Economic Initiatives” is displeased with the level of implementation of commitments Azerbaijan undertook before the Council of Europe.

Rovshan Agayev, Association’s project coordinator, said that for the last five years the country did not implement the CE demands concerning independent and free operation of municipalities.

“Although status of municipality was defined as ‘an organization fulfilling state work on site’, no changes on expansion of municipality’s authority were followed. The process of transfer of property to municipalities has not been completed so far. Besides, sources of payments ensuring independent work of municipal bodies have not been defined as well. Moreover, the CE reps do not obtain implementation of these requirements,” Agayev said.
